Yep, they’re both Sanguine and the emblem of the Assassin Syndicate! Probably makes no sense for him to wear earrings sporting the symbol of the Assassins, but he’d look like generic brown haired boy #9000 without them. He seems like the type to flaunt being an Assassin right under the Grand Navy’s noses anyway

Yep hes walking around in his civilian drip, but his scarf and earring are a (not so) sneaky addition inherited from his Assassin uniform
Nothing says stealth like wearing a scarf in a sea where the capital is literally scorching hot
