Maybe make a separate “grand navy” notoriety only obtainable by this method that affects solely the amount, level and frequency that the grand navy spawns on you and nothing else?
That’s literally what notoriety it, they’re complaining that having that happen will make it easier to grind for bounty which would cause people to rk fresh PvP level players
I do not think it’s actually gonna be a problem because there will 100% be better methods to get bounty (and notoriety at that matter just sail to navy hq and kill some npcs)

Honestly, what else was GTA for?
i’m pretty sure pvp level is always half of the max level so it’ll mostly solve the problem
no the pvp level will stay at 50
then we commit mass genocide on them the same way we do against the racist MC
