Before he had to hide he was most likely raised with royal education considering his bloodline, so yeah, this fraud is actually the best diplomat our team could provide.
In comparison we have Silas, who did not fail his mission in Skyhall, even tho Vetex said that in lore we have no surname, which means we are the commoner, so it is already a luck for us to know how to write and read.
Inheriting a relic blessed by zeus doesn’t scream ‘nobody’ to me, we know it’s inherited because patrimony means inherited from your father
I doubt all relic-holders were rulers, but anyway, it was a long time ago, so it doesn’t necessary mean that our bloodline was in its “prime” when we were born. They must have become broke and lost everything few generations ago (since their surname was forgotten), but kept Eagle Patrimony as it was an inheritance. Ok, things like writing and reading could be passed down without much trouble if your ancestor is capable of them, but everything else is more complicated.

Counterpoint: nearly every citizen side NPC, if not every, has a surname (Snow, Cirro, Sand, Aurelius). Characters without surnames are more commonly ‘powerful’, so commoners having no surnames falls off.
So either we used to be a powerful person with no special lineage, or big V didn’t feel like writing again

alternatively if you somehow are both secretly working as proxy knight captain and as a grand navy captain, you get the legendary name…..captain captain….

I wonder what would happen if someone attempted to reforge a relic. I think it’ll just lose its abilities, but i hope that isn’t the case
