He ran out of pumpkin sees so he went down to harvest to get more 
I could be wrong but I think what happens is that whenever you spawn in the server Louis is at the fountain on cirrus island. But once you get close to him he teleports to the sky pumpkin place. So what I think happens is that he hasn’t tpd to the other island yet. This happened to me but I’m not 100% sure this is the reason.
