Filler is material of lower cost or quality that is used to fill a certain television time slot or physical medium, such as a music album. In the early days of television, most output was live. The hours of broadcast were limited, and so a test card was commonly broadcast at other times. When a breakdown happened during a live broadcast, a standard recording filled in. In anime, most of the time filler arcs are due to the higher rate at which episodes are released than the original manga, from which the anime draws its source material from. Notable anime to feature high amount of filler include Dragon Ball Z, Naruto and Bleach.[3]

Zuko Alone is not filler though. Filler is exclusive to media that are adapting their work from another source of media, like manga to anime. When an anime is about to pass the manga then they will have some filler in order for the manga to get ahead again. It’s like a pause button. Zuko Alone doesn’t count because Avatar is it’s own original thing. The episode is just not following the main plot (for most of it iirc, or all) and just focuses on one character to give him depth. Overall it has a purpose and without it Zuko’s arc would be missing a piece. Filler is not like that at all and can essentially be removed.
There are other instances where filler might be used but generally it’s to pad something out and doesn’t offer much, almost nothing most the time since whatever happened in the filler didn’t happen in the source material. Some filler can be good but it will never really do anything for the characters and should really just be used as a little comedy segment.

personally I don’t really care and I actually enjoy filler most of the time if well made, placement is also essential too if you’re in the middle of a vital arc and some random filler episode comes in for no reason it can ruin the entire rest of the arc
bad filler would be what we got during the original naruto when the anime was basically done and they randomly decided to give us 100+ episodes of filler instead of just going to the timeskip
good filler would be something like the G-8 arc from One piece after the skypiea arc, it’s placed after the end of an important arc meaning it doesn’t disturb the main plot, and also makes sense and fits in perfectly giving the viewer some comic relief as well
I remember that arc kind of, didn’t robin dress up as a navy person or something? I remember when they left everybody pressured ussop to use the dial things so they could escape the base.
I don’t know if I liked it that much considering filler is still boring but it wasn’t too hurtful in any sense

I love the G-8 arc it’s actually my favourite One piece arc.
The pacing is great,the animation also improves a little,the location and characters are great and also funny.And it’s nice to see some Marines that aren’t corrupt and actually seem like chill guys.
What I’m saying is if Filler is done right then it can add more to the world building while also being entertaining.
