when he says One of the most powerful people I’ve ever met, he definitely means that he has encountered much more powerful. such figures being Cursebeard/Arthur.

That’s fairly easy though. He’s a friend of Randal. Randal knew the War Seas existed, and even made it there, and has been there for a couple years at least.
Warren we know can literally fly, so it wouldn’t be that hard if he knew where it was, which he does.
