Boreas was captured and chained, but he broke free from the chains, though he lost some of his power to them, before he fled far away. The chaines held onto his power and emit it to this day.

I could see this being from a former Navy prisoner miniboss or smth, maybe if the chains connected like handcuff instead.
Maybe he was detained in a sort of backwater Navy base that has no experience with spirit weapons, so he infused his spirit weapon onto his handcuffs, then broke out of prison with the spirit-infused handcuffs.
