Since the nimbus sea only has 5 islands that can have treasure charts on at the moment, legendary charts are very good for getting guaranteed exploration tasks on islands like the forest of masts. If you want to get nimbus sea explorer at some point, get a legendary chart.

This means that if you want a chart for a small island, getting a legendary chart is very useful because right now it will guarantee a spot on every island.
