I recently stat reset a savant account and it did not give me a second magic. The option came up for me to pick a second magic/second fighting style, and I clicked magic and then confirmed and nothing happened. I tried rejoining multiple times and I tried it on a different slot and it happened again.
(both accounts are level 136 and have completed the story)
