It is well known that Octavious is against giving weapons & aid to Sameria in the ongoing war against Keraxe, which not only will lead to mass captivity of the Samerian citizens but will likely empower Wotan to expand further beyond the Aegean Sea. Second of all, he has been insistent on sending former Winterveil citizens back to Askursius Keep, and in previous positions has prosecuted Winterveilians attempting to seek harbor, which goes against game rules. which was devastated and insanity-ridden due to Caesar’s policies which largely remain in place. His strategy has been largely based on false appeals to funding the labor of Tiberians and Rasnans. Members of the royal family bear ties to the Order of Aesir sponsored document which outlines very concerning aims of unchallenged power for Octavious; a document which he has distanced himself from, but is still very likely to enact. This would change Ravenna’s government in very concerning ways. Berserkers and Winterveilians in particular will be victimized, and should save up for a Caravel to escape Ravenna if neccessary.

The consciousness of octavius is dead, it wasn’t brought back, though his body lives, octavius is gone, he is 
well Miriam Webster isn’t helping so I don’t think we are gonna get a conclusive answer on this
I don’t think the definition of dead accounts for things that were dead but had specifically their body reanimated constantly repeating what they were doing when they died
