Perhaps it’s more of a diluted bloodline thing, seeing as Cirrus island has almost 0 mages, but the Cloud Curse user chilled there
The Djinn could have been a people with innate cloud curse abilities, similar to how harpies innately can fly and innately have wind magic
Over time and inbreeding the genetic trait could have been lost, or they were just rendered extinct during the Cataclysm
