You have to have the gene in order to use magics, from there you can either start off with the magic from a young age or learn it later in life (usually through stressful or intense situations / training) like enizor after his deckhand upgrade. (This gene is also necessary to be an enchanter and isn’t fully tied to elemental magic)
If you aren’t born with the ability to use magic circles you are only capable of using weapons and fighting styles to utilize magic energy.
However as someone already said you can gain the ability to use magic if you were born without the gene through Hecate essence
