What did the Alaleans do to him 
I’ll copy and paste the quote that I extracted from:
“Us Castlian families used to part of the Alalean culture long ago. We made up the poorest families, and we were mocked and bullied by the wealthy. When Old Alalea fell, our ancestors set off on their own. To this day, I have a burning hatred for the Alaleans, and I will never forgive them.”
Remember the poor district in Alalea? Well sometime between the end of Arcane Adventures and the beginning of World of Magic the people from that district said something on the lines of “fuck you Arsen, we’re sick of being treated like shit, so we are breaking away from the Alaleans and becoming Castilians”. The two cultures still have a tense relationship during World of Magic.
