So far I can only have 3 members which are General Julian, King Calvus and General Argos and more members will be added as new order bosses are added.

isnt there a rule that states no clans of ingame npc factions? altough idk if this one counts because they aren’t a clan themselves
I’m pretty sure that’s not a rule.
It only says you can impersonate, so I think as long as you don’t pretend to be actually them but just have their name and be inspired by them should be fine as long as you say that you aren’t the real one.
