I still dont think its the best magic even so. I mean even in the rain where lightning has the best benefits i still say its getting beat out by even ice.
But, lightning performs well, and you are right to say it does perform better in the only weather type that can spawn.
Just backing up my claim lightning has been the best in AA and WoM combined though
