They don’t. Instead, they draft a photo-realistic concept artist and tell him to guess what the targets look like before drawing them.

i don’t think they’re actual pictures, I mean they are in game but if you look at cazal’s, the crone’s and cernunno’s posters they’re all drawings (the ones you can find around the map)

cameras were invented in 1816 or something but actual photos were made in like 1826 and even then they were still very unclear and hard to look at. i wouldnt be surprised if the genius behind photos in the war seas is from the thorne empire
yeah probably, if they have things like ironclads and maybe revolvers, the camera could be a realistic thing invented by them
