Imagine you are King David Silver, the big muscular guy who rules Summer Hold in its huge castle. His reputation is unfriendly, he is level 500, and he wields Fire Magic and has all its moves unlocked. What would you do if you were him instead of just standing in the middle of a castle 24/7?
I would personally go and challenge the Magic Council, and try to beat its most powerful captains considering I might have a chance to do so since King David deals a lot of high damage.

He has an entire city that greatly benefits from the protection of the magic council, plus level 500 isn’t too impressive when MC majors range from levels 3000-5000.
If I was KDS though, I’d probably live a life similar to him. Train with my magic to become a warrior strong enough to defend my people, but ultimately keep to myself in peace at my castle and pass wisdom along to those who seek my counsel
I’d hire an actual police force so that the town is somewhat safe from random wizards destroying infrastructure. The MC’s response time is too slow, and dozens of civilians usually die before they get there. A private militia would solve this and create jobs for the economy which would help solve the inflation crisis. This would, in turn, lower crime rates in the area as people stop robbing travelers out of desperation.
The improved economy would also allow me to devise programs that help young wizards control and understand their powers. This would prevent new wizards from losing control of themselves and accidentally becoming dark wizards due to their lack of emotional stability; this further reduces the crime rate, and creates a new generation of strong wizards for the Magic Council or Summer Hold Militia.
With the leftover money and improved workforce, I can now begin expanding Summer Hold’s infrastructure and territory. The fishing industry is booming due to our location, so I can export large amounts of fish, salt, and other assorted boons from the ocean in exchange for money and other things that Summer Hold lacks; things like fruit, fresh water, and ore.
Factories, plantations, libraries, universities, you name it. Summer Hold would be rich with culture, goods, and production. We would set a new standard for nations to follow, and the entirety of Magius would gaze upon us in awe of our newfound wealth.
