What were you doing before bug occurred: Talking to Shell Island’s blacksmith
Steps to reproduce: Go to a random blacksmith NPC with a pulsar scroll in your inventory (unsure if this is also a thing with rare technique scrolls)
F9 Logs ( press f9 to view them in-game): none

as you can see it can’t be upgraded. But yeah it’s funny. Shows up likely because it has a level on it unlike a lot of other items.
Can’t wait to upgrade a Lost scroll and get the same skill with no difference
