First of all, is the 4mb limit set per-forum on Discourse or is it a global limit for all Discourse forums?
In the case that it is under forum admins’/owners’ control,
A lot of my clips and videos are compressed down to 8mb for discord and I don’t have any tools to further compress them under 4mb. I can imagine this is the case for a lot of other people.
Using a website like Streamable for an embed is kind of going out of the way for something as simple as a file under 8mb, and using a link from discord will make the video eventually break due to Discord’s recent changes to file links embedding on other websites.
Being able to directly upload 8mb video files would just make things way easier.
