Hear me out, pure speculation.
You know how Chaos is stated to constantly have its infinite eyes on evil shit and can corrupt people and places directly when too much of its attention is drawn to that location (typically by horrible things happening)? (IE: The entire dark sea and most of everything in it)
What if the opposite is true for creation and certain people and places are influenced by its power and positively directly when certain requirements are met?
If I had to guess, this may end up being the explanation for why the sea clusters are protected from the dark sea by what is very apparently some kind of barrier.
