Just because Ship related things are next, does not mean that Vet will now work of them. He probably working on Magic adjustment.
BUT
When he will start making Ketch, it will start a series of changes:
Building Ketch => New ship for NPC => New code for NPC ship => More NPC ship variants
= ? > Grand Navy or Add the first Weapon item that can be equipped to Ships, purchasable at Shipwrights
