analysis: cannon fist mentor at palo town so u can easily switch and blow things up before execution
silverhold is a story island
commodore kai gives bounty and seems like a miniboss
respawning grand navy npcs mean you can kill them: but since vetex said the storyline is neutral, possible a side quest/story island like forest of cernnuno
npcs could decide not to be executed and warp back to their jail cell
Or maybe Gravy members are going to spawn there, which is why you can’t make tents there

It might also just mean you can’t place campsites on navy or assassin islands (perhaps because they already serve as spawn points for people in the official clan)

it’s nothing special, it’s not even a rare weapon, if you care that badly just trade it for another non special uncommon weapon you have
