respawning grand navy npcs mean you can kill them: but since vetex said the storyline is neutral, possible a side quest/story island like forest of cernnuno
npcs could decide not to be executed and warp back to their jail cell
Or maybe Gravy members are going to spawn there, which is why you canât make tents there

It might also just mean you canât place campsites on navy or assassin islands (perhaps because they already serve as spawn points for people in the official clan)

itâs nothing special, itâs not even a rare weapon, if you care that badly just trade it for another non special uncommon weapon you have

i wonât say why itâs not special though, but trust me when i say itâs nothing unique or new
i would even say you could probably buy it off someone for like 3 common weapons that are popular like katana, so just donât worry about thinking youâre losing on something big for not being a CRIMINAL and killing a strong npc
