I don’t get why asking to recruit members within it’s own dedicated category should be punishable. You’d think that the engagement would be a good sign of an active community with users eager to play the game?
Besides, if you only want discussions why don’t you put a clan-discussion subcategory under #game-discussion instead? (Much like the treatment trading got with the subcategory of #game-discussion:trading-discussion )

well you see it’s extremely fucking annoying to take a look at the clan recruitment section and seeing 7 different advertisements of the same clan 2 hours apart

Because it was not used for recruitment, it was used as a spam board which incentivized the more your clan post is seen the more people would join.
