Rivals seem to be really buggy. I can kill a criminal and the counter just doesn’t go up? The counter can also randomly reset. Saving them from an execution also resets the counter, forcing you to use a criminal that spawns at like level 20. I’ve been trying for hours to get one, and it just won’t give me one.
Edit: They also seem to have a time limit 
2nd Edit: I’VE KILLED THIS MF 7 TIMES AND HE STILL ISNY MY RIVAL IM DONE
You need to kill them 3 times in a row, without hunting/killing other criminals in between
