This may sound dumb, but it would be a fun way to get galleons. Do you remember the bank in Summerhold? Yeah, I’d add these but a little more advanced, but still not being like Entry Point (not TOO advanced, basically, this is an RPG, not a robbery game). Robbing a heist could instantly give you 5 star notoriety (and renown too, this could make PvE a reasonable way to get renown), making it high risk-high reward.
Examples
Bank: The most common type of heist, available in most of the bigger towns/cities in the game. It could feature a building similiar to the ones in WoM, but instead of a safe just next to the banker, there should be a staircase leading down. In the underground part, there should be some lvl.100 positive rep npc’s. You’d need to kill them, and then go loot the safe, breaking it open using a gunpowder barrel. Bank’s safe should contain 5 moneybags, each giving 500 galleons(?). The moneybags should work similiarly to sealed chests, being able to open them in a „drop point”, like Whitesumit or Darkpine Isle.
Storage: This heist could look like a big building in mediocrely sized towns, like Frostmill island’s village. Its walls should be indestructible by using magic abilities, breakable only using the gunpowder barrel. Inside the building there could be some crates (and guards, lvl.75 maybe?). Most of these could be its designated town’s cargo, while 2 or 3 could contain uncommon ship parts, you’d need to open these in a negative shipwright’s store.
Navy Outpost: The player attempting to rob this place should be ready for some tough fights, because inside of the building, there could be LOTS of gravy captains, and 1 major. The gravy outposts could be literal islands filled with fortifications and marines. The player would need to search random spawning archives found all around the place and find the „super top secret navy nsfw folder”, the player could have it in their inventory, but like the treasure charts, it could dissappear if they die or leave. The goal should be delivering the before mentioned folder to the dropzone on any bad rep island.
May seem unbalanced, huh? To make it fair, good rep guys will be able to get lots of money and renown by killing the robber.
