If you’re talking about Navaen nomads, they’re native to the southern Luminant which fell under heavy attack by the authority so they spread out and that’s why you can see them on the Eastern Luminant.
If you’re talking about the Ministry they are literally trying to end humanity itself and aren’t native to literally anywhere and have invaded every place they’re currently inhabiting.

I think something interesting is that the main goal of all the factions is to escape the end of the world, with the majority of them working to do so with the great drownings.
The Celtorian’s Leader had tried to become a Drowned God by summoning the Celtrorian Horror to drown Celtor (which is now the large depths city).
The Minitrysians are following in their footsteps, and wish to ascend themselves, willing to drown the whole world in the process.
Yeah that’s why contractors exist; the oath was quite literally meant to be you helping the ministry drowning people and sending the world under. Basically, you’re literally meant to be public enemy number 1.
