That doesn’t change the fact it was a mutation and hence planned to be added , compared to “dark lightning” which was just a very very early concept in an early list of planned magic, which changed…

I personally don’t believe Steam will be a lost magic, and I don’t think it should either. If its stats got changed to make it on the level of other losts, then heat-on-water or water-on-heat imbuements would be meta. You could basically get lost magic imbuement early. Wouldn’t be balanced.

I hardly think that’s much of an argument.
First of all, it doesn’t really matter how strong a character is before max level. If you want to get to lost level early by combining Fire and Sailor Style, I don’t see a problem with that.
Secondly, it doesn’t have to be one or the other. The imbuement can be base-quality, and the magic can be lost-quality.

I guess, but it’s awkward and I wouldn’t like it. Steam as a concept just doesn’t sound lost-level anyway. Hardly even base-level.

Think of it this way.
Steam imbuement is just two base-level things combined. Steam Magic is a lost-level thing.
