Specific npc's do not load

i am sorry. but i do not know why it happens but it happens. and im not talking about taking awhile to load. im talking about not loading at all

i decided to buy 30 cargo’s from ravenna to frostmill. but the shipwright npc was nowhere to be found. every other npc was there. i tried waiting. doing another thing. going for a trasure chart. going away and then returning too see if they unload and load. but alas. nothing came out of it.

This is a well established issue, and i dont know that it has any obvious fix.

i hate when that happens bruh i was on my alt and was at frostmill at my main and the tailor just didnt load on my alt but was there on my main
