If they’re too lazy to go through the process of getting the Suggestor role, they’re too lazy to go through the process of making a worthwhile suggestion.
Sort by votes, you’ll find plenty of quality suggestions.

As the person who’s been reviewing the suggestions for the past few months, they can be pretty bad and the only thing that would happen if they got posted in suggestions is people dogpiling them for their crappy idea, which is something we also want to avoid when we can (it happens anyways unfortunately)
As more time goes on this will be less and less applicable, since what happened was nobody was accepting suggestion requests for months and then it was decided that they were going to start being reviewed and accepted again, so there was a mass acceptance to clear out the request inbox.
(Although in hindsight maybe it would’ve been better to do a mass rejection instead and just ask people to re-apply)
Now that suggestions are being reviewed and accepted as intended, the filtration is no longer “broken” and if someone makes particularly bad suggestions they can be removed from the role.
Overall, I’d much rather prefer this system to the alternative you have in mind
