Strong Wizard Pants
Depending on the culture, Strong Vistarian Bracelet/Strong Castilian Coif/and the other culture one
The wizard hat has a higher level cap though. So when we level up more, we will eventually switch to the wizard hat. But currently the culture items at lvl 40 give more power that the wizard hats.
The difference between strong bracelet/necklace and strong wiz hat is 1 power though, so it doesn’t matter. As you said, the hat has a way higher level cap, so it’s better to stick with it.
Current best power build is Calvus set & crown with arcsphere and fair power amulet, all strong enchant.
