I was gonna write a whole essay trying to explain and I got mixed up so much with the switch from rarity to quality and stuff that I don’t even get it myself
Not sure if you actually get more skills if the weapon is of a higher quality, or if rare weapons like the sunken sword still have an exclusive move or they just get access to higher quality skills early (I would assume they do have one but rarity isn’t supposed to change that anymore so idk)

All weapons have at least five unlockable skills as far as we know, higher tier weapons may get more of them just like how magics will have more spells cause of lost spells
