They have nothing to do with Winterveil. Those in Dark sea are most likely just people who died during Durza’s and Theos’s boom, but I wonder if Peackeeper was once one of them… the ghost…

Everybody knows, but wtf are you going to do with that information? Your physical existence as an ash, doesn’t means that you cannot be a ghost before getting revived by Durza. I guess everybody who got killed by Durza’s and Theos’s boom were turned into ashes, but as we can see they still exist as ghosts in the Dark sea.
Ngl, it’d be kind of cool if they gave some information about the world before the blast (golden age of magic 
)
