Bugged rn so they dont spawn
a minute after I posted this forum post I just watched a cryonical video, and it had a tornado that spawned in the test universe.
there isnt any in the main game tho so 
I wonder are they gonna add the tornado in the dark seas update brewing update Jewl crafting update or nimbus sea update.
Im pretty sure its the same kind of bugged as whirlpools are, hopefully fixed soon, i wanna go to space

Bugged, the older the server gets the less they spawn
You can pretty much only see whirlpools or tornadoes in servers <30 minutes old
