I’m sure he will, after all they wouldn’t introduce a character that is implied to be as special (if not more) as the Protagonist just so he can be a corpse buried six feet under at the start of the game and then proceed to never show up again. He is more important than just serving as motivation for Morden to fight the Order.
My theory is that he’ll show up to us when we come way too close to death at some point, or as a ghost/mirage during a magic-induced event of some kind. Either that, or he’ll be used for a “Morden confronts his grief” arc, revealing what really connects the three.

I’ve actually had the Shade!Tucker (as I call it) headcanon for awhile. What’s more is that there’s actual precedent for characters existing as free roaming spirits, Acheron specifically.
So the way I see it, since all the subjects of the Order’s experiments were legacies, they all had the ability to manipulate spirit energy without a spirit weapon. If one has enough mastery of spirit energy, and if they’re near death, they are able to separate their spirit from their body and persist in a similar way to an Olympian. However, they would be unable to create a new body unlike Olympians.
Finally, as for how Tucker could be introduced? I don’t know, I think it would be neat if Morden is the first to notice him, given that Morden is the most connected to death, it would make sense that he’s able to see ghosts/shades in low chaos areas. Another way could be like you stated, where in the player is in a life or death scenario, perhaps as the player is drifting between the two states we see Tucker and he either encourages us or just straight up helps us survive and afterwards becomes a permanent companion.
I don’t think he will. Characters that were important don’t have to show up in the story after they’ve been established to be dead. They serve as motivation, and that’s enough for them. He was special, that’s true, but he’s also dead. I don’t care if dead revival magic exists, Tucker is gone. He has zero impact on the story if he’s suddenly revived as opposed to some random threat appearing instead, so there’s no real reason to bring them back. Sure, technically you could have morden be a bit distressed, but you, the player, have no memory of this Tuck dude so it doesn’t really matter if you fight tucker or not
I can imagine a mirage version of him showing up for like a minute to torment Morden or something if there’s a villain with the power to do that, but beyond that I don’t think so. I don’t believe it’s a problem if he doesn’t either I think what he’s already been used for was really all he needed to be for the story.
I feel like I should also add that what I said is what SHOULD happen, ie just let a dead character stay dead for goodness sake, for a better story than the alternative. However, this is also Vetex’s writing that we’re talking about, so what would probably be better isn’t what’ll likely happen.
