yea, people in the seven seas also spend years, how old do you think even theos was before he finally mutated his second or even first mind? not even mentioning that knowledge such as scrolls can be rerecorded and passed down, unlike mutations
quite the opposite actually, it means that the war seas are so powerful and progressed that even some mutations are able to gained immediately

hear me out, if we took a master mage from the war seas and took them to the seven seas then made them teach a newborn seven sea-er, would we get the strongest mage because war seas knowledge + seven seas magic power?!?!

absolutely pointless semantics but since there are an infinite amount of numbers between 1 to 7, the seven seas should technically be infinitely larger than the warseas.
you’d just get a war seas level mage, seven seas people aren’t innately more magical, and if what vetex is saying about the bloodlines in the war seas means what i think it means, doing this might actually get someone below war seas level
If we are going off what we know of rn, and that each Sea is like a team, regardless of their personal grudges, the Seven Seas would likely take this, due to strong characters such as Durza, Theos, Hades, Freedrock, Trigno and Averill, as well as potentially the Peacekeeper.
For War Seas of the characters currently available, we only have Calvus (fodder), Julian (probs fodder too as well as Morden), Warren (first strong person), Wotan (we dont know precisely how strong he is) and his sons, Randall(? Idk if he could even leave the library or fight), and maybe AO MC if they’re supposedly going to end up stronger than the Peacekeeper.
Right now Seven Seas takes it due to the lack of strong characters revealed in the War Seas.
Vetex isn’t canon in the story of the war seas (yet?), but if were including non canon characters, then wouldnt the Seven Seas have Torren? Which then shifts it back in the Seven Seas favour.
