soaring eagle is really fast and pretty solid i MIGHT give it S tier but A tier is perfectly reasonable

you can aim in tiny crevices and because of the small projectile size, it wont trigger on some obstacles
when it lands it has some splash, but yeah its kinda piercing shot but⌠worse

Shining Cycle is JUST better at least because it makes its job the right way, its fast, its hard to punish, it has good AoE, it has a knockback. Theres literally nothing else which would S. Cycle ever need to become better
