Due to Caesar’s description saying that he appears when the sandstorm rarely clears. And we know the tornado is seemingly there for unusual reasons. And the unique death effect.

In the view of the Thorne Empire, they might have seen a curse land on the corpse of Caesar, seen time turn back with his revival, and been scared enough to run away.
Its not on purpose like you think it is. If you read the General’s Journal, its stated that something unusal happened that caused people to run. The Curse landing on Caesar was likely something that happened long ago, not recently.
Since theres a small amount of people working on AO, Vetex just wants to focus on the more important content before adding more sidebosses. Thats why Caesar isnt here yet.

Its likely that its a curse we’ve never seen before and Vetex just gave us the tidbit of information that curses can revive corpses if they touch.
yknow that experimental curses are made of spirit energy, meaning that the curse itself could be completely unrelated to how ceasar got revived and that the revival is just an inherit aspect of experimental curses
