Edward Kenton is a quartermaster you can get on Elm Island, which is one of the northernmost islands. The quest to get him is just fishing for 20 fish, and then there’s another quest for you to get into Silverhold for after you get him.

The silverhold quest buffs his stats too

With Ketch you can use both quartermasters that are in Game, Edward and Alchemist

TBH enizor is mostly useless, since he doesnt give stat boosts and just lets you enchant, but there’s enchanters everywhere
