No, the pirate they killed there was just kinda like the last guy they had to get to finish their whole pirate killing crusade
They had already organized into the grand navy before going to hunt down the pirates the note just doesn’t say the exact reason they became the Grand Navy. Though they do say why the King of Astoria had such a massive vendetta against pirates cause they killed his parents.
