Where Do You Get Better Quartermaster?

I know there 2 NPC in the game that become your quartermaster but i want even better quartermaster for my ships.I have enough fame to have deckhands but i want to find better quartermaster.

Edward Kenton and Enizor are the only Quartermasters in the game currently.

edward has an upgrade quest you can do to get better stats
