I’m asking which boss’s attacks are unusual. Attacks that don’t behave normally, absurd movement, healing, massive range, etc.

Obviously Captain Maria. She can literally go invincible on command with no downside, the only reason she can’t massacre everything in her path is because she squanders her powers and only stands in six spots at a time in any given battle.
She can also not just perform spells using water, but manipulate water itself.
She also completely refills her health bar in an instant at one point.

I’ve come to make an announcement: Captain Maria is a bitch ass motherfucker, she just gives herself I-Frames. That’s right, she has two moves that give her I-Frames with little window to punish. And people said - actually, no clue on the general opinion regarding her. It’s still absolute bullshit, especially alongside her nearly 100% hit-rate gun m1s. Same with her water tentacle attack, it covers half the damn boat and lasts for like 10 seconds.

if we’re talking pre-maria, then ellius was the bane of every new player’s existence
You don’t even need to ask this question when you can go ingame and realize no boss can cheat as much as Maria.
She’s invincible for over half the time you fight her, and if your unlucky, she’ll just stay invincible till she kills you or you give up. (it’s happened to me once, she genuinely did this attack loop: tentacles, aura, flying phoenix + gunshot, gunshot dash, repeat.)

I assume most people saying maria are answering the “most unfair” part and not “cheats the most” because while becoming invincible for periods of time is unfair, she is supposed to be able to do that.
The biggest cheater is argos simply because he does something he isn’t supposed to be able to do, which is do two different attacks at the same time, resulting in him being able to continue launching ranged attacks at you while also being unable to be hit due to using beast instinct.
