Which types of players are we allowed to witch hunt?

If there are types of players that can be witch hunted, ill be able to bring back my bounty board

basically you send me a photo of the target’s player stats, give me any extra information/context about them, tell me what reward players will get for hunting them and then pay me 7k to put it on the board.

If you hunt someone off the board, you send the person who put up the poster a screenshot of you killing them and they pay you.
As soon as you get your payment let me know that you hunted the player and ill take care of the complicated stuff.
If you hunt and defeat someone who put you on the board, its the same thing. Except you can choose whether or not to take off your poster.

Damn rip, cause we wouldnt be able to tell when players fall off of the leaderboard

you also cant witchhunt leaderboard players when renown is obviously messed up due to exploiters or something
which is the case rn

low level players like those who are in the sky islands, or stuck in calvus/maria
people doing cargo
people fishing
people returning from dark sea
