I feel like (if vetex wnted to) use the top for bounty hunters and the bottom for assassinations. that’s the vibe I’m getting from this.

thats what they are used for
Top is more classic/iconic to me (mainly cause of one piece but it just seems like a classic wanted poster format)

If you mean Poses, players are in, it depends on their animations, not the Asssination / Wanted posters
