Depends on multiple factors, location, weather, armor, and skill, if the fire type curse wears an anti-conductive suit, there is 0% chance for the lightning user to win, but if they fight in the rain the lightning user will win. Obviously if one is smarter/more skilled than the other they will win.
If we’re talking about super basic, super good weather meadow or dirt field or some kind of colosseum, the Fire type would win, and this is because of the versatility of fire compared to lightning, fire will burn and stay a while, but lightning will dissipate very fast. Meaning the fire user is at a high advantage because fire can be used as a wall/screen, it can be used to propel things, and due to the also overwhelming versatility of it being a curse itself, the fire user can become the fire he creates.
The only way the lightning user would win is if there were specific conditions for them, and the best versatility a lightning user would have is a flashbang, and fast transportation (by turning into a lightning bolt)
Also Lightning just phases through fire, in the end, if they can’t damage each other while in a elemental state, it could be an endurance test, which the fire would also win in because it can burn for a lot longer, meaning the fire user would have to use less energy than the lightning user.
The lightning-type would probably break it (since their lightning isn’t normal and stuff)
I’d say the fire curse users, I believe the grand fire curses give them an edge over the lightning curses
