Why don't uncommon and rare scroll chests have better chances of getting rare spell/technique scrolls?

I know that scroll chests are normally meant for enchant scrolls, but it seems kind of silly that they have the same chance of obtainment as a regular treasure chest.

It’s just something that seems to make sense, though I guess for Vetex’s trading mentality, rare weapons, spells and techniques should just have the same loot pool, since rare weapons wouldn’t make sense in these chests.

I’m wondering what others think about this.

The chances for higher tier chests to spawn is probably too negligible to warrant higher drop rates
