Because it’s a piece of paper
Vetex thought it wouldn’t fit in the game, and that it was inspired by Fairy Tale.

I think another reason is because it’s a man made thing. But also it wouldn’t make sense to have a paper magic in a game full of water, it would just get soggy and be destroyed 
. But snow seems to fit more in AO.
Paper doesn’t seem as “elemental” as any of the other elements, in my opinion.
Are there any magics aside from Paper that aren’t naturally occurring, by the way?
Also is ink going away too, or was that just my imagination?

Well if think about it, it doesn’t really fit the theme
like you see Fire, Explosion, Magma, and then Paper. The first thing people most likely think that its a meme magic and well doesn’t match against Fire
paper was literally a discord meme and didnt fit the game.
Glass is man made.
Alright did you know, that nature can do that itself. And has been for like, 3 billion years 
It’s not common but glass can occur naturally.
