There was something like that in “Summerhold” which was called 'Villain Syndicate" which consisted of tyrants like “Percy Salore, Hollie Rockie, Turner Graves” with Spencer Cutlass as their leader.
They were essentially just the worst of the worst, who tortured wizards and murdered civilians for information and only wanted power.

Absolutely, i have nothing planned for it, other than the plot, so go ahead.
It’s called the National Legion It’s a dictatorship located in Southeastern Magius They patrol the streets of towns day and night. In the silent tower they built another base above the rubble of the Tower. The Minotaur and exiled are dead.
The Magic Council patrols along the border of the Bronze Grasslands.
Neat name, the Minotaur has already been killed twice in Summerhold soooo, oof

Underground their is a city named Resistance City. It is home to the first melt metal Airis developed when he was a kid. Resistance City is more advanced in technology than the rest of Magius. The Union Council and the Magic Council both operate there.
There are many sectors of resistance city throughout the continent.
I got it from a story I read it’s pretty good. It’s called Five Kingdoms.
This could actually work, since i merely once mentioned the Silent Tower in Ch. 6 of Summerhold.
This could add more depth to it.

Keep in mind there are 6 sectors of resistance city across the continent.

Remember that Airis left Gen for a good reason. Gen was too dark with no light inside him. Airis had much more light then Gen. Gen is 10-20 times stronger then Airis and Airis is very strong. I don’t know if he would forge an alliance with that doll user and Nyreih though. They do have some alignment. Gen is hunting Airis now so that’s bad for the heroes. His guild supports the god and is against the Ghosts.
