Why would he need his own kingdom then? 
They are on different lvl. Cursebeard is not a guy who protects whole world everyday and we are not even sure about Peacekeeper’s fate after the end of AA, since Magius got retconned.
Pretty sure they don’t end up in that kind of position. Even if they were a part of the Magic Council, it was explicitly stated in the old lore doc that the MC isn’t a top-down hierarchy like the Arcane Government’s military-style structure or Cursebeard’s autocracy. Rather it’s more of a republic with 10 members who all have equal command power. Citrine Town seems to be more of a neutral meeting place rather than a command city.
But it doesn’t even seem like the PK is an official part of the Magic Council. Trigno’s the one who came up with the idea and gathered the others to found it. Not to mention the old lore doc also said that some of the current and founding members of the Magic Council (Trigno, Averill, John, and Arsen [I think he might’ve retired tho]) are silent allies with the Peacekeeper. I dunno why Vetex would use that terminology if the Peacekeeper were the head of the Magic Council’s main city.
It seems more likely that the PK is playing more of a silent and watchful guardian role
