you’re wrong, the image says nothing about if you attack someone who is defenseless. It’s referring to if you attack a federal officer or if you attack someone that doesn’t fall under those guidelines, meaning that you get more jailtime for attacking the officer than a normal person. This is likely because people tend to attack police officers more often than just a random person on the street (for a multitude of reasons, let’s avoid controversial topics on the forums), so it’s more punishable to do so in an attempt to dissuade it

tl;dr During the early stages of FC, randomness did a little tournament involving all the current characters. Each fight was decided by how many polls a character won, with it being the other players voting based on reasoning.
